The Town Board approved recommending the request to re-zone the parcels from A-1 to A-5 on a Crosby/Stellrecht motion.&nbsp;<br />10.<span> </span>The request from Mark Melton for a Town letter of no objection regarding a proposed two-acre parcel division at 1570 County Road B was discussed. On a Crosby/Stellrecht motion, it was approved that the County Zoning Department would be contacted and advised that there is no objection to splitting off two acres as proposed.&nbsp;<br />11.<span> </span>The new Road Fund Loan was reviewed. A motion was approved on a Crosby/Stellrecht motion for a loan in the amount of $300,000.&nbsp;<br />12.<span> </span>The proposed amendment to the Town Hall Use Policy was reviewed and approved on a Stellrecht/Crosby motion.&nbsp;<br />13.<span> </span>Road Maintenance Report: Swiss Chalet Road is almost done being re-paved. The grader has a rearend leak. It needs work and pricing it out. The leak needs to be fixed and the grader transported for repair. It will be an expense. It may be okay to just continue filling it for now, but will look at other repair places in the meantime. There is a new brake booster for the truck. We are quoting out a new box for the truck.<br />14.<span> </span>Clerk&rsquo;s Report was given noting that BOR and Open Book are coming up soon, discussed the possible town picnic, and that the Clerk would be spending a couple weeks on other matters.<br />15.<span> </span>Monthly correspondence reviewed.&nbsp;<br />16.<span> </span>Approval of monthly expenditures. One bid was received from Monarch Paving in the amount of $251,932. The bid included shouldering with Madison doing the shouldering. It would be about 1.24 miles of road with 3&rdquo; of pavement, at 20 feet wide. It would be completed by September, 2026. On a Crosby/Stellrecht motion, the bid from Monarch Paving was accepted.&nbsp;<br />8.<span> </span>An ordinance regarding Fire Inspection Frequency was considered. A motion was approved on a Stellrecht/Crosby motion to adopt the ordinance which will be sent to both fire departments.&nbsp;<br />9.<span> </span>Possible ordinance language to name Board of Review alternates was discussed. After discussion, an ordinance will be drafted to name Bret Iverson, Steve Dahlstrom and Mark Knoop at alternates.<br />10.<span> </span>The USDA Beaver Control Contract was considered and approved on a Stellrecht/Crosby motion.&nbsp;<br />11.<span> </span>The Software Maintenance Agreement for the County Property Tax System (Transcendent Technologies) was considered and approved on a Crosby/Stellrecht motion.&nbsp;<br />12.<span> </span>Postal rate increase information was reviewed. Pre-purchase of 10 rolls of Forever Stamps for town use was approved on a Crosby/Stellrecht motion.&nbsp;<br />13.<span> </span>Road Maintenance Report: Two loads of rock were delivered to Lakeview Church Road near Bashaw Lake to deter beavers from digging. Culverts on Sand Road were discussed. Brush cutting has been completed in areas. Work was done on Oak and Poquette Lake Road ditches. Burnett County advised that blades will triple in cost. The clerk completed the annual BOR training. The USDA beaver control contract has been delayed as they sent the wrong one. The results of the small bridge/culvert survey indicate the town is not going to receive any grants.<br />11.<span> </span>Monthly correspondence reviewed.&nbsp;<br />12.<span> </span>Approval of monthly expenditures. Others present included Supervisors Jeff Stellrecht and Gary Crosby, Treasurer Donna Meeds, and David Coon, Clerk. Nine town residents also attended.&nbsp;</li></ol></div>  <div>  <!--BLOG_SUMMARY_END--></div>  <div class="paragraph">2.<span> </span>All parties present were notified to silence cell phones and other electronic devices.&nbsp;<br /><br />3.<span> </span>Public Comment: Bret Iverson commented regarding his thoughts about doubling town taxes to pave approximately two miles of road each year. Additional discussion was held regarding road levy matters.&nbsp;<br /><br />4.<span> </span>Review of 2025 Financials: The 2025 financial information was reviewed. Discussion included the town levy, prior levy increases, and that the Town currently receives approximately $102,000 as its annual tax levy.<br /><br />5.<span> </span>Discussion and possible action on Clerk compensation and authorization of additional compensation for town officials performing duties beyond their elected roles:&nbsp;<br /><br />Discussion was held regarding compensation paid to town officials for duties performed outside the scope of their elected offices, such as serving as a back-up snow plow driver. The annual salaries of other town and village clerks in Burnett County were reviewed and discussed. Issues were also discussed related to having an appointed or elected clerk. It was further discussed whether the salaries for other town officials should be adjusted upward. During the discussions, it was noted that pursuant to Wisconsin law, the change in compensation takes effect after the next regular election for the office in April 2027. It was also discussed that with any change in annual salary, current per diems would remain as previously set.<br /><br />On a motion by Steve Dahlstrom and seconded by Bret Iverson, the electors unanimously approved by voice vote authorizing compensation for town officials performing duties outside their elected positions at the rate schedules previously established by the Town Board.&nbsp;<br /><br />On a motion by Mark Knoop and seconded by Bret Iverson, the electors unanimously approved by voice vote setting Clerk annual salary at $12,000.&nbsp;<br />&nbsp;<br />6.<span> </span>Discussion and advisory vote on creating a Town Newsletter:&nbsp;<br /><br />Discussion was held regarding possible methods of providing town information to residents via a newsletter and how the newsletter would be provided. It was discussed that the website and the annual tax bill could be means for providing the newsletter, possibly two times per year with the Town Board having final decision-making related to the content of the newsletter.&nbsp;<br /><br />On a motion for an advisory vote by Bret Iverson and seconded by Steve Dahlstrom, the electors unanimously approved by voice vote recommending that the town start a newsletter to be provided twice per year, once in June/July and once with the December tax bills, that suggested information for the newsletter be provided 30 days in advance, and the Town Board to have final say on the content.<br /><br />7.<span> </span>Other Business:&nbsp;<br /><br />Discussion was held regarding the newly created A-5 zoning. There may be requests coming to change certain properties from A-1 to A-5 zoning. There was discussion regarding farm classifications, farm preservation credits, structures, and related zoning matters regarding this new A-5 zoning.<br /><br />Discussion was also held regarding road levy matters and maintenance concerns.<br /><br />On a motion for an advisory vote by Jim Bernecker and seconded by Steve Dahlstrom, the electors unanimously approved by voice vote recommending increased town tax levy to cover increasing costs such as town officer compensation, road needs, and other related increased expenses.<br /><br />Discussion was had regarding the new Assessor. He will be at the Open Book in June if anyone wants to meet him. The Assessor also plans to come to the next Annual Meeting as 2027 will be a reassessment year per state requirements.<br /><br />Discussion was also had regarding a possible Town Picnic held at the Town Hall. A motion was made to pay off the revolving line of credit. Approved on a Johnson/Stellrecht Motion.<br />6.<span> </span>The Financial review was conducted.<br />7.<span> </span>Road Maintenance Report: The winter weather had been &ldquo;crazy&rdquo; this season with a lot of rain and ice. The bigger truck has used more fuel and has had some small mechanical problems to fix. An application for a driveway permit has been received and approved with the fee received. The ARIP application was completed and filed. The DNR grant application for Poquette Lake Road was filed.<br />8.<span> </span>Clerks Report: There is no February Primary. There will be a few upcoming seminars. The Annual Meeting will need to be held on April 21, 2026.<br />9.<span> </span>Monthly correspondence reviewed.<br />10.<span> </span>Approval of monthly expenditures. A motion was made to pay $100,000 towards the road projects loan. A motion was made to adopt with amendments and passed on a Stellrecht/Crosby motion.<br />8.<span> </span>A review of the 2026 Election Calendar was conducted.<br />9.<span> </span>A list of Election Inspectors for 2026-2027 was approved on a Crosby/Stellrecht motion. Chair Johnson abstained from the vote.<br />10.<span> </span>Road Maintenance Report: We have received the mower motor. There is an upcoming presentation about spraying weeds rather than mowing. The County can be hired to do the work.<br />11.<span> </span>Clerks Report: As opposed to last year, the total property taken from the town appears to be flat rather than going up. Individual properties may vary.<br />12.<span> </span>Monthly correspondence reviewed.<br />13.<span> </span>Approval of monthly expenditures. Stellrecht/Crosby motion to approve checks #10777 to #10789 in the amount of $21,357.95, was passed.<br />14.<span> </span>The next meeting was tentatively set for either January 6 or 7, 2025, at 7:00 p.m.<br />15.<span> </span>A Crosby/Stellrecht motion was approved to suspend the regular meeting to convene a closed session in accordance with WI Statute 19.85 (1)(C) to consider employee promotion, compensation and performance.&nbsp;<br />16.<span> </span>Regular meeting was reconvened after closed session. The Budget was adopted on a Crosby/Stellrecht Motion.<br />8.<span> </span>Discussions were had regarding a creating a Town Travel and Reimbursement Policy. The Clerk will attempt to draft a proposal.<br />9.<span> </span>Road Maintenance Report: The mower motor is on order. Work is being done to get the roads and equipment ready for winter. There is a week of mowing to do if the motor arrives in time. The old motor was out of warrantee and a new one will costs about $5,000.<br />10.<span> </span>Clerks Report: The LRIP application is being readied for filing. There was a person who contacted the town about a text messaging application, but there seems to be little interest for the town to invest in it. There is a proposed change in the law to require fixed early voting hours. We did get the Notice from DOR that we will need to conduct a re-assessment in 2027.<br />11.<span> </span>Monthly correspondence reviewed.<br />12.<span> </span>Approval of monthly expenditures.
