Town of Dewey May 7, 2024 Town Board Meeting Minutes
2. All parties present were notified to silence cell phones and other devices.
3. Public Comment: None 4. The Minutes of the April 4, 2024, meeting were approved on a Crosby/Dahlstrom motion. 5. The Minutes of the 2024 Spring Road Inspection. It was noted that bids will be going out on the Swiss Chalet Rd. and Williams Rd. projects. The minutes were approved on a Crosby/Dahlstrom motion. 6. The Treasurers’ report was read and, on a Dahlstrom/Crosby motion, was approved. 7. The Financial review was conducted. 8. Follow-up discussion had on the ABC/Arrow credit application. With changes to the personal guarantee, the application will be pursued. 9. The alcohol license renewal timeline was discussed. One application has been received. Laws and forms have been changed since last year. 10. The application for a grant for the Swiss Chalet Rd. project was approved with the total amount of the grant will be about $196,000, which is one of the largest grants received by the Town. 11. Discussion of possibly borrowing money for needed bridge and road reconstruction. Williams Road will cost about $75,000 to $80,000 through 2025 and the Swiss Chalet Road project will cost about $84,000. Even with grants received, the Town is required to cover the costs and be reimbursed afterward. This will require applying for additional bank credit or loans to take advantage of the grants. There is bridge repair aid at 50% of the project from the County. The treasurer will check into these potential additional loans or credit with the bank. It was noted that there may be a Wisconsin DOT program where borrowed money can be parked until needed that pays interest to the municipalities until the money is needed to pay expenses, which can lower the overall borrowing costs. We would need to see if that program is available for these types of projects. 12. Road Maintenance report by Mark Melton. It has been soggy outside. Grading is done when the weather allows. The mower boom is being repaired. The Grader has been repaired and is working. 13. Discussion was had regarding issues with the new Maintenance of Effort report required by the state as part of the new supplemental shared revenue. We are awaiting reports from EMS and the two fire departments. The Wisconsin DOR is changing rules on this, and some towns are running into issues with how to make this report. 14. Other Business: The County just submitted a new election contract which we will pay at the next meeting. 15. Monthly correspondence reviewed. 16. Approval of monthly expenditures. Dahlstrom/Crosby motion to approve checks #10522 to #10529 in the amount of $8,726.91. Motion carried. 17. June 4, 2024, at 7:00 p.m. was set for the next Board Meeting.
